It will be difficult to make the Chinese Government comprehend that the Government of Wongkong has done everything in its power - to comply with the demand for
extradition, and that it would
gladly get quit of criminals who take refuge here. The Chinese do not understand the necessity for taking evidence, as it is done in
an
English Court of Justice, before
